PTE Request for Maintenance plugin.

Hi,

I’ve suggested translations for this plugin and would like to have them reviewed. I’d also like to become a PTE for the Japanese locale.
I confirm that I’ve read the style guide and glossary for the ja locale.

Plugin name: Maintenance
